In total, Microsoft is currently investigating a total of 10 issues, with nine of them having been put on hold from installation via Windows Update. Of the nine issues put on hold, one specific issue supposedly involves unexpected errors and reboots with specific devices. Such as Surface Pro 7 and Surface Laptop 3. Surprisingly, the updates are also being blocked by systems with apps or games that employ the use of GameInput Redistributable. That said, Microsoft did not specify which titles are doing that and that affected titles “might lose mouse input”.

For the record, you can still force the update manually on Windows 10’s update assistant. However, do note that if you do this, you’re doing this at your own risk. (Source: The Verge)
